The recipient is responsible for all quality management activities that meet the legislative requirements for the CQM Program in Broward EMA. The program is structured into four interrelated groups:

1. Recipient CQM Staff – Oversees quality-related activities.
2. CQM Support Staff – Provides operational support for the CQM Program.
3. HIV Planning Council (HIVPC) Quality Management Committee (QMC) – Includes HIVPC members, RWHAP clients, service professionals, and HIV and non-HIV providers. This committee guides performance measures and goals based on the HIV Care Continuum.
4. Provider Networks – Composed of Ryan White Part A-funded service providers in areas like Support Services, Oral Health, Medical Services, Medical Case Management, Behavioral Health, and Quality Networks.
